When I first moved to San Diego in 1999, I went with SBC ADSL. That lasted a year. ADSL w/PPPoE sucks. I went with Cox in early 2001 and haven't looked back. Cox has done several upgrades in the last few years and I'm now getting 12M/1M with their premier service. They also have bursts config'd in, so for the first couple minutes of downloading something, you'll hit download speeds of 18M or so.
I rarely have problems with the connection, but when I did, I've never had problems with tech support. A couple of times, I needed the modem replaced and they came out and did that, no problem. I still pay $10/mo for modem rental, because I know they'll fix it if it goes bad. I should probably buy my own modem one of these days, but whatever...
If you're looking for a solid residential connection in San Diego and you live in the Cox area, go for it.
