I looked at both Time Warner and Frontier when I moved into my apartment. Frontier offered 6/384 DSL service for $29.99/mo (1 year contract). Time Warner offered 10/384 Cable service for $29.99/mo for 12 months, no contract. They also offered a higher tier (road runner premium) which is 15/1 for $10 more a month. I opted for that and a HD DVR. The speeds have been very good. It only slows down during prime time, and I usually still have around 5-6/768. I have only had 1 outage since signing up almost a year ago, and thats it. The ambit modem that they give you is alrite, but i gave them back the modem and picked up a Motorola, and haven't had any issues since.
The channel selection on Time Warner is very good. The HD selection is alrite (just recently got ESPN & ESPN 2HD here). The guide however is ancient. You dont even have the ability to search for programs within the guide. If they improve that, then I wouldnt have any issues. The scientific atlanta boxes are capable of so much more...but thats an issue with all cable providers.
The install went smoothly. The tech was very knowledgable, and he ran new cable wire before installing anything. No problems
Update 3/11/08: Since writing my review I have moved to a different apartment complex. I have kept TWC as it is my only option for TV outside of OTA. The HD selection has improved w/ ~25 channels now. However, my internet has gone down hill since. Time Warner has come in several times to look at it. My signal levels are near perfect (one of the techs said its what people dream about), and I dont get anywhere near the 15/1 rated speed during primetime. Often, my downstream speed dips below 2Mbps, but the upload speed rarely dips below 768K. One of the techs finally said TW has just oversold the area, and the only way my situation was going to get better is that they have to split my node, which would take a significant amount of time and resources. So, thats probably not going to happen, but at least they were honest.
